ABUJA, JANUARY 25TH 2022: The West African Civil Society Forum (WACSOF), is concerned about the military coup that occurred on Monday, January 24, 2022 in Burkina Faso, which led to the arrest of the President Roch Marc Christian KABORE as well as the dissolution of the government and parliament of the Republic of Burkina Faso. WACSOF strongly condemns the coup. Strongly attached to state of law and democracy, WACSOF:

  1. 1. Strongly condemns this coup de force in Burkina Faso;

  1. 2. Reaffirms its concern at the recurrence of military coups in the West African sub-region, a situation symptomatic of a deep malaise, resulting from a crisis of governance and endemic corruption in States and from politicization extreme national armies which should remain republican;

  1. 3. Recalls to this effect, the provisions of Article 1 (e) of the ECOWAS Protocol on Democracy and Good Governance which stipulates that "

  1. 4. Therefore, calls for the restoration of the Constitution and the rule of law in Burkina Faso, as well as a rapid return to civilian governance in strict compliance with the constitution and applicable laws;

  1. 5. Reminds ECOWAS Member States of the absolute need to comply with laws and regulations on democracy and good governance in which they are bound by Laws such as the “ECOWAS Protocol on Democracy and Good Governance” and the “African Charter on Democracy, Elections and Good Governance (ACDEG)” shall be respected without any compromise;

  1. 6. Strongly appeals to ECOWAS Commission and the Authority of Heads of State to strive to be better connected to citizens, taking into account their deepest aspirations, and to actively involve them and civil society in decision-making and in dispute resolution processes. Such approach will, on the one hand, ensure that citizens feel involved and considered, which would reduce frustrations and revolts; and on the other hand, will promote the effectiveness of an ECOWAS OF PEOPLES and not only that of States, as expressed in its VISION 2020

  1. 7. Also calls on ECOWAS as well as all the stakeholders of the crisis to work together to ensure peace in Burkina Faso by favouring the methods of peaceful resolution of disputes which are good offices, mediation, conciliation and facilitation based on dialogue, negotiation and arbitration;

  1. 8. Calls on ECOWAS to establish a genuine democratic culture and good governance within the Member States of the West African sub-region, to draw lessons from the political, security and social situation in the region in order to better support the Member States concerned and avoid a domino effect in other Member States. This is necessary to restore the image of the organization among the peoples of West Africa and to rebuild trust between the parties;

  1. 9. Invites ECOWAS to get involved upstream in the situation of States in crisis, to denounce and correct with the same energy the cases of corruption, bad governance, human rights violations as well as attacks on the constitutions which have going on in the region and which are sources of suffering and frustration for the populations.

  1. 10. Calls on ECOWAS for a radical paradigm shift in crisis resolution by remaining truly connected with the population;

  1. 11. Avails itself to contribute, alongside ECOWAS, the people of Burkina Faso and any stakeholder, to a rapid return to constitutional order, peace, economic development and social cohesion;

  1. 12. Remains seized of the situation in Burkina Faso and invites all civil society organizations to contribute to the return of constitutional order, peace and social cohesion.
