  • DIONISIO PEREIRA OF CABO VERDE

THESE PERSONS NO LONGER REPRESENT WACSOF. THEIR MANDATE HAS EXPIRED SINCE AUGUST 2020

TO THE ATTENTION OF OUR DEAR COLLEAGUES FROM CIVIL SOCIETY

IN THE NAME AND ON BEHALF OF WACSOF NATIONAL PLATFORMS

 

  1. 1 - Since the end of the renewal operations of the National Platforms between 2021 and 2022, a group made up of three (03) members of the former Executive Committee whose mandate ended in August 2020, have undertaken to destabilize WACSOF. It is :

- Madame KHADY FALL TALL of SENEGAL, who resigned in December 2019from WACSOF.

- Madame MARAGARET UDOH of Nigeria 

- Monsieur DIONISIO PEREIRA of CABO VERDE

  1. 2 - Indeed, for several months, WACSOF has been going through a crisis that jeopardizes the many efforts made, and the progress made since 2017 to the present day. This crisis is created from scratch by this trio to smear the record of the Secretary General, MR KOMLAN MESSIE, and prevent him from organizing the General Assembly (People's Forum), which should allow their replacement by a new management team of
  1. 3 - In reality, these former members of the former executive committee of WACSOF were elected in August 2016 for a term of two (02) years renewable only once. According to the charter and internal regulations of WACSOF, their mandate expired in August 2020. And they are therefore no longer in office. Hence the need to organize the WACSOF General Assembly to fill this legal vaccum. But our three (03) eminent members of civil society in West Africa who were to be models in terms of good governance, respect for fundamental texts and mandate within WACSOF, refuse to leave. They cling to power like power-hungry politicians to destabilize West African civil society. They organized a push (coup de force) against the General Secretary of WACSOF, MR KOMLAN MESSIE, by sending him a supposed letter of suspension which was very early qualified as null and void by the national platform Coordinators from WACSOF covered countries. And for good reason……
  1. 4 - Despite a COURT ORDER,
    1. MME MARGARET UDOH has been illegally occupying the regional office of WACSOF in Abuja, with the approval of Mme KHADY FALL TALL and Mr DIONISIO PEREIRA, blocking the General secretary and the accountant to work
    2. MME MARGARET UDOH has been ordering the policeman EDWARD IGBAFE to continue their police investigations, harassing people, including newly elected board member, with the approval of Mme KHADY FALL TALL and M. DIONISIO PEREIRA

EXPLANATION OF THE CRISIS

 

  1. 5 - At the origin of the crisis, an administrative letter from our partner GPPAC (strategically imagined and designed by and with the support of Mrs. KHADY FALL TALL), which requested explanations and answers to certain management documents of the fully implemented project in Mali with the partner. This letter was therefore addressed, among others, to Mrs. MARGARET UDOH, Mr. DIONISIO PEREIRA and Mrs. KHADY FALL TALL (although she resigned from the Executive Committee since December 2, 2019); curious thing isn't it! Obviously, therefore, Mrs. KHADY FALL TALL is the instigator of the said letter written by an acting director currently working at the GPPAC. It should also be noted that this purely administrative letter did not mention any allegation of fraud or mismanagement. However, the Coordination of the FOSCAO-Mali Platform, which was responsible for the effective implementation of the project in Mali, has neither been the recipient of this letter, nor questioned to date on the management of this project. Following the letter from GPPAC Mr. KOMLAN MESSIE sent explanatory notes inviting the former members of the former executive committee to an explanatory meeting. They did not respond. Their only response was to send the police to the secretary general's office.
  1. 6 - MARGARET UDOH, Mr. DIONISIO PEREIRA and Mr. SANWO OLATUNJI DAVID (coordinator of the NIGERIA platform, having taken sides for this cause of destabilization of FOSCAO), exploited the letter of the GPPAC by making false allegations of fraud, going so far as to involve the Nigerian police in violence, bullying, intimidation and police threats with guns to the forehead of the WACSOF accountant, Mr OLUMIDÉ. They forced him to hand over the keys to the company car, the safe, project documents, bank accounts, check books and other materials belonging to FOSCAO, into the hands of Mrs. MARGARET UDOH and her son, witness to the misdeeds of the Nigerian police. Blackmail, harassment, defamation, false accusations of all kinds against the General Secretary of WACSOF, Mr KOMLAN MESSIE have been done unfairly and illegally, in violation of the right to the presumption of innocence and human rights. They ignored, violated and disregarded the regulatory provisions of the WACSOF Charter and its Rules of Procedure (in particular the audit of the General Secretary’s management accounts, which must precede any legal investigation, recourse to an internal legal Committee for the settlement of conflicts, etc). All these manipulations and actions constitute the sources of this crisis.
  1. 8 - The policeman named EDWARDS IGBAFE, supported by Mrs. MARGARET UDOH (from Nigeria) and her children illegally detained for 3 days (from April 28 to May 1, 2022) the accountant of WACSOF, Mr. OLUMIDE, who was threatened with a GUN, in order to forcibly hand over to Ms. MARGARET UDOH, WACSOF bank account numbers, office car keys and office keys, project documents, checkbooks and other WACSOF administrative documents. Under the influence of harassment, threats and mistreatment, the life of the Secretary General, KOMLAN MESSIE who was illegally taken to the police was in danger. He was therefore advised to leave NIGERIA because of the risk of kidnapping posed by Mr. M. SANWO OLATUNJI DAVID and the accomplices of Mrs. MARGARET UDOH. This situation made the accountant and the General Secretary to be sick and hospitalized.

CONTINUING THEIR DIRTY WORK:

 

  1. 9 - They claim, “to have suspended the Secretary General and started a “process of cleaning the common house to extirpate the bad elements there”. However, it is clear that since their election in 2016, they have only profited, plundered and deprived WACSOF of its resources, for the benefit of their selfish interests and their individual organizations. Thirsty for greed and for the love of money, they allowed themselves to fraudulently extract from the ECOBANK account of WACSOF, the sum of 26,000 Dollars by bank transfer for the benefit of a company FURLA TRADING GLOBAL SERVICES, closed since 2021 By this press release, we expressly ask them to immediately return these funds which are intended for the implementation of specific project activities and for which a report will have to be made to the partners.
  1. 10 - What seems quite curious is that no internal inspection, no contradictory audit has been carried out in order to establish the faults alleged against the General Secretary, as is the rule in all modern, democratic organisations, transparent and well-governed. Instead, we witnessed the use of strong terrorist methods, such as office closures, threats, intimidation, summons, illegal police detention, beatings, attempted falsification of the registration certificate of WACSOF in Nigeria, manipulation and arbitrary suspension of WACSOF staff, police harassment and suspicious patrols around the home of the General Secretary.

 

INVOLVEMENT OF NATIONAL PLATFORMS

 

  1. 11 - It is in these circumstances that the Coordinators of the National Platforms, in full responsibility and strong in their legitimacy, have decided to take up their historical responsibilities (in the face of the legal vacuum and the absence of a legitimate and functional Executive Committee) by investing objectively in order to find peaceful, fair and lasting solutions to what had become in the process an open crisis which threatens the very survival of WACSOF.
  2. 12 - Aware that this crisis, created on purpose and maintained by a small group of three (03) people with unacknowledged motivations risks causing WACSOF to permanently lose its credibility, good image, institutional and organizational capacities, the Collective of Coordinators of National Platforms has set up in accordance with statutory and regulatory texts, the Legal Committee of WACSOF, for the resolution of the crisis. This was not to the liking of the trio who systematically refused to collaborate with this Legal Committee, preferring to engage in a standoff with the General Secretary and the Coordinators of the National Platforms, some of whom (like that of Senegal) have been stigmatized and vilified as being "in cahoots" with the Secretary General.
  1. 13 - In this context, the Collective of Coordinators, after having tried in vain to convince the trio to initiate a financial and accounting audit (instead of persisting in what would amount to a relentlessness and a coup d'etat), considered that the only solution left to them was to hold the WACSOF General Assembly, with the following major key points:
    • The revision of the Charter;
    • 14 - The election of a new Board of Directors with a view to reviving WACSOF in a sustainable way to make it a sub-regional umbrella organization oriented towards good governance, performance, solvency and capable of adapting constantly to the evolution of its environment.
  1. 15 - At the end of this Ordinary General Assembly held on June 30, 2022 in Cotonou, a team of seven members of the Board of Directors were elected and will now lead WACSOF.
  1. Notwithstanding all of the above, Mesdames MARGARET UDOH and KHADY FALL TALL and Mr. DIONISIO PEREIRA, who however no longer have any legitimacy or legality within WACSOF, continue to be agitated, thus disrupting WACSOF’s desire to go forward.
  1. 16 - SO THAT NO ONE IGNORES
  2. The WACSOF National Platforms Coordinators Collective unequivocally notes and condemns the irresponsible actions of Mesdames KHADY FALL TALL and MARGARET UDOH and Mr. DIONISIO PEREIRA and their accomplices SANWO OLATUNJI DAVID, Police EDWARD IGBAFE and calls on them to imperatively cease their actions with Nigerian banks where WACSOF funds are stored . And asks the banks to abstain from now on, from any complicity with the authors and illegal general partners of any disbursements that are in the bank accounts of WACSOF. For security measures, said accounts are blocked until the installation and taking office of the new team of the Board of Directors of WACSOF, resulting from the General Assembly of June 30th, 2022.
  3. The Collective condemns the arbitrary arrest of M OLOMIDE OLOMOFE and the physical and psychological violence to which he was subjected, as well as the police harassment and pressure of all kinds exerted against M Komlan MESSIE. He calls it serious human rights abuses.
  4. The Collective also condemns in the same terms the verbal violence of Mr. DIONISIO PEREIRA, Mrs. KHADY FALL TALL and Mrs. MARGARET UDOH directed against the Coordinators of the National Platforms, in particular Mr. ALPHA FAYE of Senegal and Mr. DRISSA SOULAMA of Côte d'Ivoire. These comments, which the Collective attributes to vain attempts at diversion and a lack of restraint, can hardly deviate from the essential, which is to act with conviction and disinterest in order to contribute effectively to the construction of numerous sub-regional integration an ECOWAS of Peoples.
  5. The Collective launches a solemn appeal to the founding pioneers of WACSOF to undertake mediation and discuss with this group of three people from the former Executive Committee in order to convince them to join the new positive dynamic in which they could still have a place in renouncing the classic traditional practices of bad governance. There is no point in persisting in error or going down a blind alley.
  6. The Collective takes regional, continental and international public opinion to witness all the above and declares that Mr KOMLAN MESSIE remains the General Secretary of WACSOF.
  7. The collective declares that no executive committee no longer exists within WACSOF and above all that the trio can no longer act in the name and on behalf of FOSCAO, nor represented in any circumstances whatsoever!

  8. The hour of the second liberation of our continent has sounded, after the failed one of the 1960s... Young people, women, men, the not so young of Africa and its Diaspora from all segments of society convinced and have bet on mobilization and commitment in favor of this strategic objective.

 

No one is too much in the vast construction site of the ECOWAS of the Peoples, the main raison purpose of WACSOF.
