RESOURCE MOBILIZATION OFFICER

BACKGROUND

WACSOF is looking for a dynamic RESSOURCES MOBILIZATION OFFICER with a high level of integrity, self-driven and competent person, that will help pursuing the effective implementation of WACSOF activities and mandate. This position will be based at WACSOF Secretariat, located in Abuja, Nigeria. The successful candidate should have an intimate understanding of NGO, Civil Society, and project management best practices. The ideal candidate will be able to hit the ground running as soon as he/she starts.

SPECIFIC RESPONSIBILITIES

WACSOF is looking for a qualified Resource Mobilization Officer to support the organization with the planning, development and management of resource mobilization activities. The selected candidate will work closely with all departments and partners. Specific responsibilities of the position will include:

  1. Develop or update and implement a Resource Mobilization Strategy;
  2. Manage the resource mobilization functions by monitoring and reporting on the Resource Mobilization Strategy implementation;
  3. Conduct an environmental scan and provide donor intelligence (thematic orientations, modalities of engagement, entry points, forecasts etc.) to the General Secretary to increase probability of attracting funds;
  4. Spearhead proposal development efforts ensuring efficient coordination with teams and the submission of high quality grant proposals in strategic priority themes worldwide;
  5. Develop and/or enhance resource mobilization tools as needed;
  6. Maintain and extend the system in place for identification and response to calls for proposals;
  7. Continually seek innovative means of attracting new donors;
  8. Monitor and maintain the proposal pipeline and generate monthly reports for management’s strategic decisions;
  9. In collaboration with the communications team, engage in organizational brand building including development of collateral materials to support fundraising efforts, such as brochures;
  10. Maintain the donor database in place to ensure it is an up-to-date and dynamic document and share its contents systematically with the General Secretary
  11. Develop generic templates for quick response to calls where donors do not provide templates;
  12. Document various meetings with donors, monitor required action and accompany the General Secretary to meetings with donors, as required;
  13. Engage in donor relationship management to ensure donor retention and upgrades while capturing new development partners;
  14. Identify and cultivate relations with strategic implementing partners for prospective consortium style initiatives;
  15. Represent WACSOF at key strategic forums both locally and internationally, as required;
  16. Build the capacity of WACSOF staff, board and partners on resource mobilization, as required. 
  17. Performs other duties as assigned

REQUIREMENTS AND RELEVANT EXPERIENCE

  1. A Master’s degree (minimum) in International Development/International Relations/Strategic Management/Economics or other relevant field;
  2. At least 7 years of relevant work experience, with at least three years in a senior role in the international development sector;
  3. Excellent interpersonal, negotiation, networking and communication skills;
  4. Excellent leadership, coordination and relationship building skills;
  5. Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation;
  6. Proven ability to conceptualize, innovate, plan and execute ideas, as well as to impart knowledge and teach skills;
  7. Should be experienced with Donor budgeting and reporting (eg EUROPEAN UNION (EU), USAID, ETC.)
  8. Experience with major humanitarian donors and donor compliance issues.
  9. Experience in working with international and national NGOs, Civil Society, ECOWAS is an asset
  10. Demonstrated engagement with diverse donors and development partners;
  11. An effective and energetic team player, with the ability to work in a multidisciplinary and multicultural environment;
  12. Strong self-motivation and innovative skills, with capacity to work independently and meet deadlines.
  13. Knowledge of grant management, monitoring and evaluation practices;
  14. Understanding of development policy research and issues related to inclusive growth and sustainable development in the developing regions;

REQUIRED SKILLS

  1. Proven ICT skills, especially in MS-Excel and Statistical Data software’s;
  2. Excellent interpersonal skills 
  3. Sound planning and organisational skills
  4. Ability to negotiate diplomatically
  5. Ability to delegate the appropriate responsibility, accountability and decision-making authority with regard to performance management and professional development
  6. Fluency in at least two languages (English, French, Portuguese). Nice to have
